Kimberly Ann Lamphier

December 4, 1966 — August 30, 2019

Kimberly (Kim) Ann Lamphier, 52, of Catonsville, Maryland, passed away on August 30, 2019 after a year-long battle with a sarcoma cancer. One of two children of John Lamphier and Margaret Ann Howard Lamphier, Kim held both Masters and Bachelors degrees from the University of Maryland Baltimore County (UMBC) and the University of Maryland College Park. A long-time resident of Montgomery County, Maryland, Kim married David Tighe Whitaker in Maui, Hawaii and moved to Catonsville in Baltimore County in September 2007. Kim was an avid road bicyclist and was a member of several bicycle clubs in the region; most prominently the Potomac Pedalers Touring Club. She loved cycling and liked to travel to bicycle tours in many parts of the United States, Canada and Ireland. She was a regular participant in many regional cycling events, including the Sea Gull Century, Back Roads Century and the Civil War Century, among others. She also excelled in hiking and trail running and planned many excursions to climb mountains in Colorado, Montana and several western states and also in the Canadian Rockies. While at Wheaton High School in the early 1980’s, Kim became an active member of the Young Democrats of Maryland. She counted this experience as the greatest influence that led her first to a Masters Degree in Public Policy from UMBC, through positions with local and state government, and eventually to her highly successful career in public policy and as a lobbyist for nonprofit environmental, main street businesses, wildlife protection, criminal justice reform, and bicycle advocacy organizations in Annapolis, MD. Kim was a determined door knocker and campaigner and was prominent in political campaigns both in Montgomery County and in throughout Maryland. Over the past year, Kim was the primary advocate for two major legislative victories – the first statewide Styrofoam ban in the United States, and legislation that guarantees state funding for Maryland’s extensive network of statewide Bikeways. She accomplished this while recovering from several months of intensive chemotherapy and surgery to remove tumors. Her spirit and work ethic in Annapolis was amazing and her ability to work with supporters and non-supporters on the issues of concern and forge working relationships in the development of legislation was legendary. Kim was married to David Tighe Whitaker, an urban and regional transportation planning professional and musician, on September 20, 2007 in South Maui, Hawaii. Afterwards Kim, David and their cats resided in Catonsville, MD. Kim is survived by her mother, Margaret Ann Howard Lamphier of Ocean Pines, MD; her sister and brother-in-law, Michele and Ed Nolan of Parkville, MD; her nephew Calvin Nolan; her brother-in-law Ken G. Whitaker of Annandale, VA and her sister-in-law Genevieve Whitaker McDonald of Mount Airy, MD; along with many uncles, aunts and many cousins. Kim Lamphier was also a tireless advocate for bicycle safety, vulnerable road users and youth cycling.
