Carl Robert Winters Jr passed away on February 26, 2023 at the age of 62 in Elkton, Maryland. He was born January 22, 1961 to the late Dorothy Winters (Saunders) and Carl Winters Sr.
Carl is survived by his sister Kimberly Smith, Niece Cynthia Briscoe (husband Michael) & Nephew Mark Smith.
Carl graduated from Oxford Are High School in Pa. Also served in the United States Army.
